Lasers in general are not eye-safe and their use to blind opponents is banned by United Nation conventions and treaties. Also there are problems associated with long range laser beam propagation, such as beam quality control and energy delivery associated with atmospheric conditions.
Stellar Photonics is currently under contract with the US Army to research and develop methods to improve laser eye-safety and to extend the range of the PASS system. This new capability will enable military and embassy protection forces to selectively engage hostile targets without fear of collateral damage to innocent bystanders.
United Nation Convention
The United States is a signer to the United Nations' Protocol IV on Blinding Laser Weapons (Vienna, October 13th, 1995).
Protocol IV: “prohibits the use of laser weapons specifically designed, as their sole combat function or as one of their combat functions, to cause permanent blindness to unenhanced vision, that is to the naked eye or to the eye with corrective eyesight devices. The High Contracting Parties shall not transfer such weapons to any State or non-State entity.” [1]
